Request for Proposals for the Placer County Coordinated Fuel Break, Phase II

The RCD is seeking proposals from qualified and experienced contractors to provide all labor, materials, and equipment necessary to complete Phase II of the Placer County Coordinated Fuel Break (Project). This Project consists of mastication and accompanying hand work on approximately 98 acres. The project also includes 118 acres of “Option Areas” within an existing fuel break. Some or all of the Option Areas may be masticated at the RCD’s discretion after the initial 98 acres are masticated. While it is anticipated that not all Option Areas will be suitable for mastication, inclusion of Option Areas in the RFP allows for dynamic management and eliminates the need for extensive mapping and pre-planning. Contractor shall be guaranteed at least 98 acres of mastication work and may continue into Option Areas at RCD’s request if they have the capacity and resources to do so. The RCD anticipates different per acre cost estimates that accurately reflect the difference in fuel load and vegetation between the initial 98 acres and the Option Areas.

The maps, scope of work, and specifications included in this solicitation are the basis for performance of the Project and for the purpose of establishing a cost proposal. The maps, scope of work, and specifications were prepared by the RCD and convey the scope and nature of the Project, including descriptions of environmental protection requirements.

Proposals must be received by 4:00pm on July 21, 2021 in accordance with the instructions contained herein. Late proposals will not be considered.

The RCD estimates the total project cost to be no more than $350,000. This estimated total includes the Option Areas. This total cost estimate is based on the anticipation that not all Option Areas will be suitable for mastication.

Proposers are advised that this is not a sealed bid or low bid process. The RCD intends to make an award(s) using the evaluation criteria listed in the specifications to determine the proposal with the best value for the RCD.
