PCWA Water Storage Tank Rebate Program

Funded by the Placer County Water Agency (PCWA), the Untreated Water Tank Rebate Program provides up to $1000 to PCWA customers to improve untreated water system reliability through customer-side storage. Funding for this program is limited, and applications will be accepted on a first-come, first-served basis. If awarded, the rebate will be issued as a bill credit on the customer’s account. Participants are eligible for one irrigation efficiency rebate per account.

The Placer Resource Conservation District (Placer RCD) will help customers complete the program and provide free technical assistance. PCWA will process applications and provide rebates.

How Recipients Can Benefit

Having Adequate Storage: Being prepared in case of Public Safety Power Shutoff or maintenance on the canals and more easily met demands for livestock and agriculture needs, and for customers who receive water through constructed conveyance.

Improved Efficiency and Reliability: Balanced customer service demands throughout the canal system, especially for shared or “party line” services.

Free Technical Assistance: The Placer Resource Conservation District provides free assistance with storage tank selection, placement, and other technical assistance.

FAQ

Eligibility

Program is NOT retroactive. Projects underway or completed prior to receipt of the approval letter or email are ineligible.

The Untreated Water Tank Rebate Program is available to PCWA residential and non-residential customers, who receive water through an untreated water canal turn-out or untreated metered irrigation service in the PCWA service area. The applicant’s water account must be in good standing.

Customers with no storage may be given priority over those with existing tank or pond storage.

Please note that additional terms and conditions may be required by Placer Resource Conservation District (PRCD) the agency administering the program.

Terms & Conditions

The maximum rebate is up to $500 for tanks up 1,999 gallons and up to $1000 for tanks 2000 gallons and above, per account. Installation is the sole responsibility of the applicant; however, the applicant can choose to hire a licensed (State of California C27, D12, or C36 license) landscape contractor. To confirm that a contractor holds a valid license visit www.cslb.ca.gov.

PRCD staff may offer customer or technical assistance limited to the selection, placement, or design and installation of the tank.

Copies of paid, itemized receipts or invoices are required for rebate processing. If using a licensed contractor, labor costs must be itemized separately from the price of parts. (Parts must be listed individually)

PCWA and PRCD are entitled to fully review all reported materials costs and reserves the right to deny reimbursement to any applicant for extraneous costs.

Installations must be completed and operational by December 1, 2024. To ensure water reliability goals are achieved, the installation must remain in compliance with the program terms and conditions for a period of five (5) years following receipt of the rebate. An applicant may be charged part or the entire rebate amount at PCWA’s discretion if the terms or conditions have been violated.

Rebates will be issued as a bill credit on the customer’s account.

Irrigation Equipment Requirements

Eligible tanks must be no smaller than 250 gallons.

Storage tanks cannot be placed on property easements unless approved by property owner.

Tank placement may be in lieu of the customer’s existing service box.

Pump installation must not be between the canal and storage tank without an intermediate water tank to prevent canal overdraft. Pumps must be installed according to the manufacturer’s guidelines.

Customers should consider auto shutoff and overflow mechanism as needed.

Application Process

1. Submit Your Application: Begin by submitting an online application at PCWA’s rebate programs website. If you don’t have access to a computer, you can call Customer Service at (530) 823-4850 for assistance.
2. Verification Process: After receiving your application, PCWA staff will review it to ensure that you meet the qualifications for the rebate.
3. Technical Assistance (Optional): Once your eligibility is confirmed, PCWA staff will pass on your application details to Placer RCD staff. They will offer technical assistance to help you select the appropriate tank size and placement, if needed.
4. Installation Verification: Upon installing the tank, a Placer RCD staff member will visit your property to verify the installation and check proof of purchase.
5. Rebate Application Processing: Once all the necessary steps are completed, Placer RCD staff will send your finalized rebate application to PCWA for processing. Please note that it may take 2-3 billing cycles for the rebate to appear on your PCWA bill.

Remember, all tank installations must be finished by December 1, 2024, to be eligible for the rebate.

Post Project Process

Submit receipts or invoices to rebates@pcwa.net. Please include “Storage Tank Rebate” in the subject line.

PRCD will coordinate an inspection to verify the installation of the tank. The customer is not required to be present; and a virtual meeting may be an option.

Additional Responsibilities of the Applicant

PCWA and PRCD enforces only the terms and conditions of this agreement. The applicant is solely responsible for complying with any and all laws, regulations, policies, CC&Rs (Covenants, Conditions, & Restrictions) that may apply, and for any and all liabilities arising out of a tank installation project. Applicants must comply with all local permitting requirements, and with all state and local laws relating to landscaping or related projects.
